DECLARED AN UNSPECIFIED EMERGENCY INBOUND TO THE ANNAPOLIS, MD AIRPORT. At 1,500 feet they had an over speed on prop followed by smoke rapid reduction in engine power. Forced landing on highway exit ramp and struck poles shearing off wing.
