Incident to the Airbus A319 registered OO-SSX operated by Brussels Airlines on 04/05/2023 at Bruxelles-National AD (Belgium)

Premature descent, flying below minimum obstacle clearance altitude

Preliminary data based on the notification from the authorities of Belgium:

VOR 07L was in use. Flight BEL4SF called ready for base when just passed abeam FAF at 3000 ft. BEL4SF was then cleared to descend to 2000 ft and left heading 190. When further cleared onto heading 110, BEL4SF is cleared for the VOR approach 07L. BEL4SF levelled of at 2000 ft in the turn to heading 110 to intercept the inbound radial for the VOR approach 07L.
At around 8.8 NM from the threshold BEL4SF starts his descent below 2000 ft upon intercepting the inbound radial of VOR APP RWY07L. The early start of the descent was not noticed by ATCO nor Planner at that moment.
