Due to RWY cleaning at EPWA the crew was requested to reduce CLEAN SPEED to minimum. Then the C-GTSI crew reported MINIMUM FUEL and demanded landing priority but not declared EMERGENCY and did not report ENDURANCE even when asked several times by ATC.
