EASA, without waiting for the ICAO documents to be updated, develop Guidance Material (GM) designed to clarify in the SERA regulation, the phraseology to be used by controllers to inform crews of a MSAW and ensure that the SERA is updated so that the urgency of the situation is systematically mentioned and the crew is systematically reminded of the QNH in the controller’s message in the event of a MSAW.

Valljet review its organisation, procedures and practices so that captains are encouraged, in accordance with requirement CAT.GEN.MPA.105 of the consolidated European regulation No 965/2012 known as "Air Ops", to immediately record themselves in the TLB, at the end of each flight, the faults observed, without having to obtain prior validation by an operations manager or by an expert pilot, and without being concerned that restrictive measures will be taken against them.

The DSNA review the organisation of the flight information service, the positioning of this service in relation to all the air services provided by the DSNA and the training of the agents providing this service in French airspace, paying particular attention to the following subjects:
• coordination between the centres and the automatic display of active VFR flight plans so that the agents can sufficiently anticipate the arrival of VFR flights,
• assignment of staff to the positions according to the volume of VFR traffic,
• training and skill levels required to provide flight information,
• specific training in detecting and assisting VFR flights in difficulty, even if no distress message has been sent or the pilot has not verbalised his difficulties,
• equipment so that staff are aware in real time, of the meteorological situation en route and of large-scale meteorological conditions likely to prevent VFR flights from continuing their navigation.

Oxygen fire in cockpit study

Further work taking into consideration the effects of overpressure in the oxygen system

EASA, in collaboration with the manufacturers, carry out additional risk analyses to take into account the hypothesis of an overpressure in the distribution system and its consequences in terms of failure mechanisms. The results should be analysed with regard to the potential factors explaining the scenario of flight MS804. These analyses may require additional testing as part of a research program.

EASA assess the appropriateness of cockpit fire/smoke procedures incorporating the recognition of an oxygen fire (identifiable by a characteristic noise comparable to that of a blowtorch) and the need for the immediate cutting off of the oxygen supply in this case, and if applicable, review the requirements for


installing and carrying protective equipment independent of the oxygen distribution system.
