The Piper PA-28 was cleared for a touch-and-go on short final to runway 29L while the EC 130 was on approach at 500 ft on a crossing track. The crew of the PA-28 conducted a missed approach from 200 ft and both aircraft, at the same level, took evasive action to avoid a collision.
